President Donald Trump has proposed a $5,000 “dividend” for every adult U.S. citizen if Republicans retain control of both the House of Representatives and Senate in the November midterm elections.
Trump made the pledge during the Republican Party’s midterm convention in Dallas on September 9, calling the proposed payment a “Trump dividend.” He said the money would have to be spent within the United States.
The proposal, however, has not been approved by Congress, and important details about eligibility, funding and implementation remain unresolved. Reuters estimates that payments to U.S. adults could cost roughly $1.2 trillion, while the Associated Press also reported that the plan would require congressional approval.
Trump and members of his administration have discussed tariff revenue and other potential sources of funding. However, questions remain over whether those sources could generate enough money to finance the proposed payments without adding substantially to the federal deficit.
The proposal has also attracted skepticism from some Republicans and economists, who have raised concerns about its potential impact on inflation and the federal government's finances. PolitiFact reported that implementing the plan would be legally and financially complicated.
For now, the $5,000 payment remains a political pledge rather than an approved government benefit. Its implementation would depend on further legislation and congressional approval.
